It’s not that legalization is not working in the 11 re-legalized states. Residents LOVE their marijuana stores. — The black-market cultivation in those states is due to the states that still continue the fraudulently enacted prohibition. It gets grown in the legal states and smuggled into the prohib states. – Just as it was the U.S. black-market that caused the Mexican drug cartels’ marijuana operations.
So, no surprise. It’s not legalization that causes the black-market, but the continued, monstrously destructive, counter-productive prohibition in the oppressive states.
